I'm currently using the Hidrex PSP1000, using the setting of 15 mA pulse current, but I got a nasty blister and burns on fingers. Could it be that my trays' water level were not sufficient, thus getting burned? What is the recommended current level to start off with when treating hands?

Getting burned from Iontophoresis has nothing to do with the water height, for example: The armpit pads to treat armpit sweating is only well rinsed, so it is humid and soaked with water, but there is no water level.

First: I hope you use the towels for the distance between the skin and the electrodes?
Direct electrode contact with a powerful Iontophoresis machine causes immediate burns, you ALWAYS have to have something between the electrodes and the skin.
Also, with a direct contact you have areas that have direct access to the electrodes and others with distance, in this case the current flows only direct from electrode to the skin (and there is as good as no water between this contact) and this may cause burns even with lower current settings.

The recommended current does not hurt you and does not cause any skin problems. In the beginning of Iontophoresis the skin must first get used to the Iontophoresis current. cracks, blisters and burns can be covered with cream.
For more information you can go ahead with thisfor the current setup:

For the cream:

Also , a good skin care is maybe the key for elastic, crack free skin.

i hope you find the info you need, if not, pls reply
